Foreign companies that sell to Nepali customers must also follow the new rules. They must have a local office or representative in Nepal to handle complaints and follow local business, tax, and consumer rules.

Officials say this step will reduce fraud and protect customers who shop online. Many digital sellers in Nepal were not previously registered, and this made it hard to solve complaints or enforce tax rules.

Online platforms must keep user data safe, send electronic invoices, and give quick refunds if a payment fails. Platforms that ignore these rules may lose their right to operate.

The department will list all e‑commerce businesses on its official portal. Platforms must update their business details if anything changes. This makes sure online selling in Nepal is fair and safe for consumers.
